Their participation in decision making and in public affairs tends to be very poor and negligible. Women generally engage in household chores and farm work from dawn to dusk. Their contribution has always been important but remains ignored and undermined. The government has introduced several political and social measures to empower women, but these measures are yet to benefit women in rural areas.\n\nKeeping in view the need to strengthen the voices, agency and organization of citizens at the grassroots, IGD conceptualized citizenship rights as the entry point to build the competence of rural women to engage with local bodies and other service providers. The activities were implemented in districts of the Western Development Region such as Rupandehi, Chitwan, Kapilvastu, Makwanpur, Palpa and Lamjung.\n\nRural women were encouraged to organize into citizen groups at the village level to enhance their solidarity and civic actions. The citizen groups carried out collective actions to raise awareness of women about their rights, entitlements and obligations — from cleanliness and sanitation in village settlements, to trainings for rights and alliance building, to citizen education for engaging with local agencies to access resources and demand services. The groups also initiated actions of their own to combat violence against women and other forms of social injustice, and mobilized resources to sustain core actions at the local level.", "inlineImage": "/images/igd/gallery-05.jpg", "imagePosition": "left", "leadParagraph": "Exclusion of and discrimination against women is one of the excruciating social problems in Nepal." } }, { "type": "rich_text", "sortOrder": 3, "isVisible": true, "contentJson": { "title": "Political parties recognize the importance of local governance", "eyebrow": "Local Governance", "variant": "Article", "markdown": "Adherence to democratic values, inclusiveness within political organization and a clear separation of the role of parties and state institutions constitute the basis for good political governance.\n\nIGD organized a number of dialogues with political leaders to enhance their contribution to strengthening local governance, peace and democratization of the state. The plan of the \nprogram was to conduct dialogues on local governance and federalism at the national level and \nsub-national level. \nAccordingly, IGD conducted four sub-national level dialogues - 1. in Butwal (August 9, 2014), 2. \nin Biratnagar (September 20, 2014) 3. in Pokhara (March 12, 2015) and Dhangadhi (March 14, \n2015) and two national level dialogues (November 13-14, 2014 and March 20, 2015) in \nKathmandu. \n \nThe overall objective of the dialogues is to enhance discourses on local governance and generate \nreflections for strengthening participatory democratization in Nepal. The specific objective of the \ndialogues is to convene a gathering of critical thinkers, academia, policy makers, political actors, \nactivists and other civil society actors at the local level to enhance discourse on local governance \nand federalism in Nepal. \n \nAUTHORS \nTO \nCONTRIBUTE \nPAPERS \nON \nLOCAL \nGOVERNANCE \nAND \nFEDERALISM \n \n1. Political Perspectives on Institutional Choices for Local Governance in Federal \nNepal by Mr. Surya Kiran Gurung \nThe paper will take cognizance of the different strands and viewpoints dominating the \npolitical discourse focused on local governance in Nepal. Especially after the country \ndecided to opt for federal polity political discourse on local governance has taken a new \ntwist and dimension. The political stakeholders are divided over the constitutional and \nlegal script of the local governance institutions to define future shape and competence of \nlocal democracy in Nepal. And the political positions as they appear and are explicated \nwould bring dissimilar and substantively different implications on the version of local \ndemocratic scheme in new federal set up in the country. This will decide about the choices \nwe are going to make about the form of federal polity – hegemonic or democratic, citizen \ncentric or elite centric. The paper will duly account for the positions of the political parties \non local governance with reference to the CA elections manifestoes, the stances taken by \nthem in thematic committees of the last CA and the corpus of deliberation in the new CA. \n\nEach position will be critically evaluated and discussed specially to show the implication \neach would fetch on the institutional version of local governance in Nepal. \n \n2. Reimagining Local Governance as process and mechanism for democratization of \nState by Mr. Vidyadhar Mallik \nDemocracies- whether they are in unitary or federal countries- are in deep crisis. Though \nregular elections, with a few exceptions, have been held in most of the countries, \ndemocracies have become more formal and procedural operating at the macro national \nlevel without nurturance and participation of the people. People practice and experience \ndemocracy at the local level. The can use and utilize the democratic spaces properly and \neffectively only when such an enabling environment is fostered at the grassroot level. They \ncan participate in the process of governance and development when the local governance \ninstitutions are democratic, civic institutions possess capacity and resources to \ncomplement and collaborate with the government and safeguard the rights and interests \nof the people in case they are in peril. Moreover, local government in this context is \nexpected to coordinate and create an enabling environment so that stakeholders can \nparticipate in the local public affairs. The paper will rearticulate the vision of local \ndemocratic institutions, process and mechanism especially in widening and deepening \ndemocracy in the new federal Nepal. \n \n3. Building local governance institutions for inclusive citizenship and nation building in \nFederal Nepal by Mr Balkrishna Mabuhang \nPluralism and federalism appear as the two essential principles for organizing \nheterogeneous societies. They are assumed to create a viable a pattern of political power \nsharing though accommodation of social, political and cultural diversities. It is said that \nthe essence of federalism is non-centralization and self rule. This calls for restructuring \nand remodeling the local governance institutions that create sufficient conditions and \nopportunities for the people to organize, articulate and participate in social and political \nlife of the nation. The paper is expected to set proposals for building local governance \ninstitutions that offer a sound and vibrant basis for inclusive citizenship and shared values \nfor unity within diversity in Nepal. \n \n4. Clarifying jurisdictional options for Local Governance: A case for principle of \nsubsidiarity by Mr. Parashu Upadhyaya \nIn a federal set up the distribution of powers establishes how powers are constitutionally \nallocated and established between the different orders and levels of the government. The \ndistribution of powers is one of the elements of the local democracy and self rule. The \nsharing of financial resources is at least as important for determining the autonomy and \nfunctional competence of local governance institutions. There are no such fixed rules as \nto what kind of power each level or order of government in a federation should have. But \naccording to principle of subsidiarity higher levels of government should only assume \nthose powers that cannot be effectively managed and implemented by lower levels of \ngovernment. It should be mentioned that without necessary resources, powers remain \nempty. The paper shall refer to the reports of the thematic committees of the Past CA, \n\nprovisions and practices in successful federations, presentation and deliberations in and \ngenerate a very sound and concrete proposal to clarify jurisdicstions of the local \ngovernments in a federal set up in the country. \n \nMAJOR ACHIEVEMENTS AND RESULTS \n Four thematic papers - themes and issues with different experts' views - prepared \n Six LG discourses at five different regions organized \n Forums for stakeholders on the issues of LG in federal set up convened and deliberations \nfacilitated \n Inputs/suggestions from governance practitioners, lawyers, experts, among others for \nfurther improvement of the papers received \n A documented recommendations on LG for Federal set up of Nepal as an output of \ndiscourses produced \n The CA Members, among others appreciated the dialogues' outputs. They appreciated that \nthe recommendations on LG for federal set up will provide a reference document and \nadvocacy tool.\n\n#### Significance & Legacy\nThis project contributed directly to IGD's institutional knowledge base and helped establish long-term networks among local communities, civic leaders, and government stakeholders.", "coverImage": "https://igd.org.np/images/gallery/03.jpg", "category": "Completed", "authorName": "IGD Program Secretariat", "readingMinutes": 5, "isPublished": true, "publishedAt": "2026-09-21T09:31:29.404Z" }, { "title": "Pro-Active Support for Disclosure of Fiscal and Governance Information", "slug": "project-3-pro-active-support-for-disclosure-of-fis", "excerpt": "Completed project summary: Pro-Active Support for Disclosure of Fiscal and Governance Information. The \nGovernment of Nepal has established 72 Municipalities in May 2014 (declared on Baishak 25, \n2071). Then new 61 municipalities were declared on December 2, 2014 (Mangsir 16, 2071). \nHence, there are a total 191 municipalities. Municipalities in Nepal come in three levels of self-\ngovernment: metropolitan city, sub-metropolitan city and municipality. The first level applies to \nonly one which is Kathmandu, the second one to the 11 sub-metro cities and third one to the 179 \nMunicipalities. \nIt is reliably learnt that some more municipalities are in the offing. The organizational structures \nof the municipalities i.e. power, functions and financial sources, planning responsibilities, \nadministrative structures, human resource management \nsystems and relationship with the government of Nepal are as \nprovisioned in the Local Self Governance ACT 1999 \n(LSGA), the Local Self Governance Rules, 1999 (LSGR). \nHowever, in the absence of elected representatives and other \nattendant structural impediments the governing process and \nmechanism in the municipalities is very weak. Moreover, \ncitizen's access to fiscal and governance information of the \nmunicipalities tends to be very inadequate and poor. \nAt this backdrop, Institute for Governance and Development (IGD) with support of The Asia \nFoundation has implemented the project - “Local Governance Action Research Phase II: Pro-\nActive Support for Disclosure of Fiscal and Governance Information” from April 25, 2014 \nto March 20, 2015. The project has been implemented in concurrence and ownership of Ministry \nof Federal Affairs and Local Development (MoFALD), Municipalities. And Partnership of \nFreedom Forum (FF), IGD developed standardized website that ensures all information required \nfor proactive disclosure of fiscal and governance information is accommodated, in close \ncoordination with EOs/IOs/ICT Volunteers at the municipal level and ICT experts/officials at the \nMoFALD. The standard websites have been installed in the 20 targeted municipalities - \nDhangadhi, Amargadhi, Tikapur, Gularia, Nepalgunj, Butwal, Suddharthanagar, Kapilvastu, \nTansen, Ramgram, Pokhara, Lekhnath, Putalibazar, Waling, Baglungbazar, Hetauda, Bharatpur, \nKalaiya, Gaur and Malangawa. A separate server was installed and setup for the website and \nweb-based information of the municipalities at GIDC in Singhdurbar. Moreover, the project \ntrained/oriented the IOs and ICT Volunteers to upload existing data and updating the information \nin their websites and ICT officials of the MoFALD on operational part of the server. \nThe project built and followed up on the piloting initiatives held in five municipalities - Dharan, \nDhulikhel, Byas, Dailekh and Dhangadhi during the previous year. \n \nThe Overall objective of the project is to enhance Right to Information (RTI) in Nepal. \nMoreover, the program intends to contribute towards strengthening capacity of municipalities for \nSummary of the Activities at a glance \n• Inception Workshop/orientation stakeholders \nabout program (June 9, 2014, Kathmandu) \n• Standard Website design and development and \nfinalization and Installation, information/data \nupload \n• IOs, ICT Volunteer and ICT Regional experts \ntrained/capacitated on website operation \n(December 10-11, 2014, Pokhara and 15-16 \nJanuary Bharatpur) \n• Server set up / Installation at GIDC and \nOrientation/training for concerned officials \n(February 12-13) \n\npro-active disclosure of fiscal and governance information in the selected cluster of the \nmunicipalities. \nThe specific objectives are: \n To boost capacity of municipalities to improve access of citizen to fiscal and governance \ninformation for an effective service delivery at the municipal level \n To contribute towards strengthening capacity of municipalities for pro-active disclosure \nof fiscal and governance information in the selected cluster of the municipalities \n To strengthen response readiness for RTI \n \nTarget Municipalities \nThe Municipalities for the implementation of the project were selected based on the criteria such \nas: Geographical coverage (both hill and Terai), proximity to each other, need etc. The criteria \nwere set in concurrence with the Ministry of Federal Affairs and Local Development \n(MoFALD). The target municipalities were selected and finalized in consultation with the \nMoFALD. Nepal SIMI (2003 to present) has developed a highly successful \napproach to increase incomes from vegetable production through micro irrigation. (Micro \nirrigation promoted by SIMI includes locally manufactured drip systems, sprinkler systems, and \nlow cost water storage for the hills and the treadle pump for the terai). SIMI has facilitated 42000 \nhouseholds (benefiting over 250000 people) in 11 districts to adopt micro irrigation and has \nincreased annual SIMI HH income by over Rs. 14000. SIMI takes a value-chain and public \nprivate partnership (PPP) approach (A value-chain approach emphasizes building the capacity of \nservice providers (agrovets, equipment dealers, vegetable traders, cooperatives, and others) to \nembed training services with the sale of appropriate inputs and the purchase of outputs. The \nvalue-chain approach is highly cost effective; the benefit-cost ratio for Nepal SIMI is 8 to 1 for \nincome generation). SIMI is implemented in close coordination with government through an \nadvisory body chaired by MOAC and through close partnership at the district level. The SIMI \n\napproach has been widely recognized by government, donors, and communities as highly \neffective in increasing the incomes and the satisfaction of poor farmers. For this reason, a special \npilot SIMI Service Program (2006-2008) is being initiated in partnership with government and \nUNDP DLGSP (The Decentralized Local Government Support Project (DLGSP) is a UNDP \nfunded program to improve local governance and promote the conditions needed for rapid \neconomic development in rural Nepal). \nDetailed Description of the Actual Services provided \n An exemplary case of Go-NGO-PO participation and consortium building. \n Line agencies activated and oriented to deliver services and comply with values of \ngovernance. \n 1000 local farmers' groups trained and capacitated to engage with line agencies to demand \nservices from public service providers. \n 100 Farmers Planning & Marketing Committees trained on value chain approach and group \ngovernance practices. \n Good governance practices recognized to deliver development and gain legitimacy of the \ndevelopment system. \n The management capacity of farmer, business, and civil society increased. \n Capacity of local organizations to realistically advocate for agricultural development \nprograms created. \n Capacity of local organizations to mobilize resources for agricultural development \ndeveloped. \n ToT trainings on social mobilization, group strengthening, and advocacy capacity to line \nagencies imparted.\n\n#### Significance & Legacy\nThis project contributed directly to IGD's institutional knowledge base and helped establish long-term networks among local communities, civic leaders, and government stakeholders.", "coverImage": "https://igd.org.np/images/gallery/03.jpg", "category": "Completed", "authorName": "IGD Program Secretariat", "readingMinutes": 5, "isPublished": true, "publishedAt": "2026-09-21T09:31:29.404Z" }, { "title": "Project on Peace building through Agriculture Service Delivery", "slug": "project-11-project-on-peace-building-through-agricu", "excerpt": "Completed project summary: Project on Peace building through Agriculture Service Delivery. Federalism is a complex \nsystem and transforming a unitary system into a federation (\"federation by disaggregation\") is more \ncomplicated than forming a federation with formerly independent units (\"federation by aggregation\"). \nPresently, interesting debates on federalism are taking place in Nepal. Most of these are focused on \ngeneral issues such as the theories, advantages and disadvantages of federalism, and the basis of \ndivision of the country into the constituent units. Insufficient attention has so far been paid to the \ntechnical aspects of federalism. There has been no high-level commission on restructuring as required \nby the Interim Constitution. \nAt this backdrop, the need of stocktaking and mapping out the actions of various actors and \nstakeholders involved with a view to gauging into the extent of preparedness to resolve the issues and \nchallenges associated with the transition to federalism have been felt. The study was conceptualized \nin mapping out the actions of various actors/agencies and precisely ascertains the areas where focus \nneeds to be laid in navigating the process of transition to federalism. \nObjectives \nThe overall objective of this study is to map out existing actions and future plans of actors involved \nin supporting the process of navigating federalization in Nepal. However, the specific objectives of \nthis study are as follows: \n- \nTo list out the ongoing actions of different stakeholders - donors, state and non state actors \nto support the process of federalization in Nepal. \n- \nTo explore plans of actors and stakeholders on federalization in Nepal especially with \nreference to building necessary preparedness to help navigate the process of transition from \nunitary to federation. \n \n\nMethodology \nThis preliminary mapping exercise comprised of primary and secondary information. The primary \ndata were collected from key actors of federalism through checklist and the secondary information \nwas collected through relevant literatures related to federalism. IGD's study team prepared checklist \nand finalize key actors of federalism in Nepal and then collected information obtained from \nrespondent’s agencies were presented in different tables, figures, and annexes. \nMajor Research Tools/Methods \nThe interview technique was used and conducted based on check list. The details of major actors of \nfederalism in Nepal are listed below. \nData Collection Procedure \nThe whole data were collected based on face-to-face interview with the respondents in their \noffice/residence with the help of check list. \nTentative Areas of Actions/Support \n1. Knowledge production (KP) - Books, articles, reports, booklets, journals, study/research, \netc. \n2. The challenge regard in making budgeting process effective are several but building strong \naccountability system between municipalities and their constituencies is the critical one. There are \nseveral tools such as Participatory Municipality Development Planning (PMDP) and budgeting \nguidelines, capacity building and transparency available for improving municipal budgeting \nprocess. Citizens very often complain that the municipalities are not addressing their problems. \nThey have no access to fiscal and budgetary information. \n \nThe objectives of the analysis are: \n At this backdrop the study is to conduct a budget analysis of Butwal Municipality based \non allocation and expenditure data from the period 2003-2008 A.D. and to analyze the \nbudget policies (system, allocation, and service delivery) and budget accountability \n(transparency and public awareness/ engagement). \n To present relevant findings, especially sectoral and spatial allocations, in the Geographical \nInformation System (GIS) map. \n \nMethodology \n Conducted a budget analysis of Butwal Municipality based on allocation and expenditure \ndata from the period 2003-2008. \n Analyzed the budget policies (system, allocation, and service delivery) and budget \naccountability (transparency and public awareness/ engagement). \n Presented relevant findings, especially sectoral and spatial allocations, in the Geographical \nInformation System (GIS) map. \n Shared the findings with local and national partners, actors and stakeholders \n \nThe Major Key findings \n Butwal Municipality is found not adhering to the budgeting timeframe as required by the \nlaw. In five studied fiscal years, the municipality approved the budget in time only once. \nThe municipal budget presentation format does not match with the format prescribed by \nthe existing laws and regulations. Similarly, the budget document does not show the past \nexpenditure history in some headings. The difference between budget estimation and actual \nrevenue ranged between 56% - 70%. The average performance is 61% on the revenue side \nand 58% on expenditure. A huge gap is observed on revenue mobilization almost annually \nin headings.\n\n#### Policy Implications\nFindings from this empirical study were presented at national policy roundtables and distributed to relevant ministries, parliamentary committees, and development partners to guide evidence-based policy making in Nepal.", "coverImage": "https://igd.org.np/images/gallery/04.jpg", "category": "Research", "authorName": "IGD Research & Policy Directorate", "readingMinutes": 6, "isPublished": true, "publishedAt": "2026-09-21T09:31:29.404Z" }, { "title": "Evaluation of Effectiveness and Outcomes of Nepal Network of FM Stations", "slug": "research-3-evaluation-of-effectiveness-and-outcomes", "excerpt": "Policy research and empirical study on Evaluation of Effectiveness and Outcomes of Nepal Network of FM Stations.", "content": "### Research Study Abstract\n**Title:** Evaluation of Effectiveness and Outcomes of Nepal Network of FM Stations \n**Document Reference:** [researchstudy3.pdf](https://igd.org.np/researchstudy3.pdf) \n\n#### Executive Summary & Findings\nResearch Study: Evaluation of Effectiveness and Outcomes of Nepal Network of FM \nStations (A Study conducted to evaluate the Project implemented by PANOS South Asia \nand Communication Corner) \n \nFunding Partner: PANOS South Asia \n \n \nThe broader objective of this study commissioned by PANOS South Asia (PSA) to IGD is to study \nthe effectiveness of PSA in the capacity of Technical Management and Production Capacity \nBuilding of Nepal Network of FM stations project; to gauge successes achieved by CC in the task \nof enhancing technical capacity of Radio and Satellite Network of Nepal and to measure success \nin achieving the goal of bringing about people’s participation and inclusion by empowering the \nmedia. \n \n \nThe objectives of the study are \n To evaluation is to evaluate the implementation of the various activities under the project \nand the overall achievement of the project goal \n To study the effectiveness of PSA in the capacity of Technical Management and Production \nCapacity Building of Nepal Network of FM Stations Project \n Gauge success level achieved by CC in the task of Enhancing Capacity of Radio and \nSatellite Network of Nepal. \n Measure success in achieving the main project goal of bringing about people’s participation \nand inclusion by empowering the media. \n \nMethodology \nBasically, qualitative approach was employed to conduct the study. The study was limited only in the Kathmandu, Bhaktapur \nand Lalitpur districts and random sample was used for selecting the primary respondents. \n \nAltogether 5,170 samples (citizens: male/female) were included in the survey. \nAll the respondents came from the municipalities who cast their ballots during the previous \nelection.75% of the respondents were male whereas 25% were female respondents. \n \nThe Major Key findings \n It has been found that 72% out of total respondents know the recent announcement of the \nElection Commission regarding the municipality election that is going to be conducted \nduring February 2005 \n Majority of respondents (58%) did not believe that the election is possible because of \nexisting political conflict and lack of security \n More than 50% respondents pointed out that election can be conducted peacefully only \nafter the settlement of the existing political stalemate and conflict\n\n#### Policy Implications\nFindings from this empirical study were presented at national policy roundtables and distributed to relevant ministries, parliamentary committees, and development partners to guide evidence-based policy making in Nepal.", "coverImage": "https://igd.org.np/images/gallery/06.jpg", "category": "Research", "authorName": "IGD Research & Policy Directorate", "readingMinutes": 6, "isPublished": true, "publishedAt": "2026-09-21T09:31:29.404Z" }, { "title": "Base Line Survey on Strengthening Community Mediation Capacity for Peaceful and Harmonious Society", "slug": "research-5-base-line-survey-on-strengthening-commun", "excerpt": "Policy research and empirical study on Base Line Survey on Strengthening Community Mediation Capacity for Peaceful and Harmonious Society.", "content": "### Research Study Abstract\n**Title:** Base Line Survey on Strengthening Community Mediation Capacity for Peaceful and Harmonious Society \n**Document Reference:** [researchstudy5.pdf](https://igd.org.np/researchstudy5.pdf) \n\n#### Executive Summary & Findings\nResearch: Base Line Survey on “Strengthening Community Mediation Capacity for \nPeaceful and Harmonious Society” \n \nFunding Partner: Japan International Cooperation Agency (JICA) \n \nJICA commissioned IGD carry out a baseline survey (BLS) for the purpose of examining the status \nof alternative dispute resolution (ADR) and conditions of community mediation (CM) at different \nlevels (central, district and VDC/community levels). IGD carried out the BLS in April-May 2010 \nin two project districts (Mahottari and Sindhuli) as well as in other four Sindhuli Road Corridor \n(SRC) districts of Dolakha, Kavrepalanchok, Ramechhap and Sindhupalchok. The overall purpose \nof the BLS is to examine the current status of alternative dispute resolution (ADR) and conditions \nof community mediation (CM) at different levels, namely, the central level, the district level \n(Mahottari and Sindhuli), and SRC Area. \n \nThe scope of the BLS included roles and functions of these central, district and VDC level \ninstitutions on ADR/CM under existing policies, legal frameworks and the future plan proposed \nin the Mediation Procedure Bill, the status of coordination and information-sharing among \nrelated stakeholders, the status of monitoring and evaluation activities of ADR/CM, statistics on \nADR/CM, the status of budget/disbursement, existing resources allocated for ADR/CM, profiles \nof the institutions, capacity building opportunities and resources provided to these institutions, \nunderstanding of personnel on ADR/CM and the formal justice system, awareness on rights and \naccess for justice, attitudes toward ADR/CM, confidence level in dispute management capacity, \nand capacity for communication/negotiation with concerned stakeholders. \n \nThe overall of objective the BLS is to examine the status of alternative dispute resolution (ADR) \nand conditions of community mediation (CM) at different levels, namely, the central level, the \ndistrict level (Mahottari and Sindhuli), and Sindhuli Road Corridor Area. \nThe specific objectives of the survey are as follows: \n \nCollect baseline information and data to be used at later stages of the Project to monitor \nand evaluate the project impacts and achievements \n \nCollect community level information and data to be used for selection of target \nVDCs/Municipalities for project implementation \n \nAssess capacity of government authorities to develop a capacity development plan to \nstrengthen community mediation capacity of the target districts \n \nMethodology \nThis BLS was carried out in Mahottari and Sindhuli districts, and four remaining districts of \nSindhuli Road Corridor Area – Dolakha, Kavrepalanchok, Ramechhap and Sindhupallchok. The \noverall study was based both on primary and relevant secondary information. Participatory \napproaches and methods were employed to gather qualitative as well as quantitative information. \nFurthermore, key indicators by output were identified from the project design matrix (PDM) \nagreed in the R/D to maintain methodological and conceptual precision. \n \nThe overall study was based both on primary and relevant secondary information. A questionnaire \nsurvey and a participatory method such as focus group discussion were employed to gather \nqualitative as well as quantitative information. The BLS Team collected and reviewed reports, \n\ndocuments, relevant data/information prepared by government ministries/institutions, NGOs, and \ndonors. Existing data, specifically related to ADR/CM were collected and analyzed. \n \nMajor Key Findings \n It is found that MoLD has no section responsible for ADR/CM. The concerned staff of \nLBSS has pointed out the need for specific assignment related to CM/ADR. Similarly, the \nstaff of MoPR has pointed out the need for specialization in policy issues related to \nCM/ADR. \n \n DFID/ESP/MCMP and MoPR have been reported to be engaged in compiling and updating \nthe statistics on ADR/CM. These statistics are compiled through VDC/district level reports, \ninteractions, and monitoring and evaluation reports. Moreover, CeLLRd also reported \nsimilar activities. \n \n MoLD has not disbursed any budget specific to ADR/CM. It does not have any existing \nresources (physical or human) specifically allocated to ADR/CM. Information provided by \nLBSS shows that LBSS Officers have not received any capacity building opportunities and \nresources provided to them except for their participation in a workshop held in June 2010 \nrelated to CM/ADR. The meeting was organized by the COMCAP. \n \n Aggregate findings clearly show that the central level staffs are aware of CM/ADR. The \nmean percentage of positive understanding shows that future interventions of COMCAP \nsuch as training/workshops and interactions will help raise the level of their understanding. \nThey are aware of the need for people's right and access to justice. These officers have \npositive attitudes toward CM/ADR, and it can be expected that they will cooperate with \nCOMCAP activities in the future to make the programme successful. However, central \nlevel staffs are not confident on the existing capacity of DDC/VDC to manage disputes at \nlocal levels. \n \n COMCAP needs to develop collaborative efforts to make the process of community \nmediation more effective in its project districts as well as at the national level. Such a \ncollaborative effort may be crucial in lobbying for, and advocacy related to policy on \nCM/ADR. In the current situation, In the current structure, MoLD is not able to accelerate \nthe pace required for the coordination related to CM/ADR in terms of its existing resources \nand capabilities. COMCAP needs to develop capacity of the relevant section of the MoLD. \nSome of the officers at the central level are not yet adequately aware on the issues related \nto CM/ADR and formal justice system. They need to be involved and/or collaborated to \ndevelop better coordination and synergy. \n \n None of the district level institutions have disbursed any budget related to CM/ADR. \nHowever, LPC Mahottari has disbursed some budget in dispute mediation activities. None \nof the district level institutions have any existing resources (human resource, office space \nand equipment) allocated for ADR/CM. Data shows that there is no specific policy and \noperational guidelines related to CM/ADR. However, District Courts have been following \nDistrict Court Manual and Working Procedure for Mediation. Concerned district \n\nstakeholders (DAO, DPO, DC and LPC) do not have roles and functions specific to \nCM/ADR. \n \n District Development Committee (DDC) is mandated to follow participatory 14-step \nplanning process as provisioned by Local Self Governance Act (LSGA) 1999 and its \nsupplementary rules/regulations. The VDC Councils formulate their programmes as per \ntheir resources and capacity. District level, central level and sectoral programmes that are \nbeyond their resources and capacity are first endorsed in the VDC Council and are then \nsubmitted to area (ilaka) level workshops for prioritization. Programmes, especially \nsectoral ones related to agriculture, livestock, irrigation, industry, drinking water, road \nconstruction, etc. are presented in the workshop by the representatives of district level \nsectoral offices. Planning and utilization of District Development Fund (DDF) is executed \nin cooperation with the district/VDC level political representatives and NGO/CBOs. \n \n None of the DDCs of the surveyed district have allocated fund to CM/ADR. Maximum \namount is spent in social security (allowance for the differently able persons, widows, and \nsenior citizens), road construction, drinking water and sanitation, non-formal education, \nand community development programmes in Sindhuli. None of the district stakeholders \nhave mentioned capacity building opportunities and resources provided to them to \nimplement CM/ADR related activities and none of the district stakeholders have \nmaintained any statistics related to CM/ADR. Similarly, none of the survey districts have \nany programmes related to CM/ADR except MCMP being implemented in 15 VDCs of \nMahottari district. None of the survey districts have any monitoring and evaluation \nactivities especially related to CM/ADR. However, DFID/ESP has been monitoring \nMCMP activities, and according to its officials, evaluation of the project will be carried \nout soon. \n \n The VDC fund is disbursed in the areas/sectors like construction of road, drinking water \nsupply, electrification, support to education (scholarship, purchase of sports items, etc.), \nsupport to health (for example, maintenance of health post building), support to college, \nsupport to improved mill construction, support to temple construction, support to \nagriculture and irrigation, community development activities, support to schools \nmaintenance, support to road maintenance, support to livestock insurance, support to \nmatching fund, preparation of village profile and grant to local clubs. The pattern of budget \nallotment indicates that the highest amount of the fund is spent in the construction sector. \nStakeholders like political parties and NGO/CBOs have been cooperating with VDCs \nthrough involvement in programme planning, and programme implementation.\n\n#### Policy Implications\nFindings from this empirical study were presented at national policy roundtables and distributed to relevant ministries, parliamentary committees, and development partners to guide evidence-based policy making in Nepal.", "coverImage": "https://igd.org.np/images/gallery/07.jpg", "category": "Research", "authorName": "IGD Research & Policy Directorate", "readingMinutes": 6, "isPublished": true, "publishedAt": "2026-09-21T09:31:29.404Z" }, { "title": "Baseline Assessment on Community Mediation Strengthening Mediation Capacity for Rebuilding Peaceful and Harmonious Community", "slug": "research-6-baseline-assessment-on-community-mediati", "excerpt": "Policy research and empirical study on Baseline Assessment on Community Mediation Strengthening Mediation Capacity for Rebuilding Peaceful and Harmonious Community.", "content": "### Research Study Abstract\n**Title:** Baseline Assessment on Community Mediation Strengthening Mediation Capacity for Rebuilding Peaceful and Harmonious Community \n**Document Reference:** [researchstudy6.pdf](https://igd.org.np/researchstudy6.pdf) \n\n#### Executive Summary & Findings\nResearch: Baseline Assessment on Community Mediation “Strengthening Mediation \nCapacity for Rebuilding Peaceful and Harmonious Community” \nFunding Partner: Japan International Cooperation Agency (JICA) \n \nSummary of the Assessment \nA two-person IGD BLA team made a quick assessment of the target BLA district in the first \nweek of September 2009. Cases of disputes/conflicts discussed below are obtained from the \nrecords and discussion with the personnel/staff of organizations like District Court (DC), District \nPolice Office (DPO), District Administration Office (DAO), District Land Revenue Office \n(DLRO), District Topography Office (DTO), Kamalamai Municipality, Informal Service Centre \n(INSEC) District Offices, Women Development Office (WDO), and District Forest Office \n(DFO). The specific district-level cases of disputes filed in the law enforcement and other related \norganizations are mentioned hereunder \n \nThe objectives of the study were \n To collect preliminary information on disputes in the target districts \n To make a quick assessment of the target districts on cases of disputes/conflicts \n \nMajor key Findings \nThe Assessment under the following headings: \n Cases of Disputes/Conflicts in Sindhuli \nIn the last fiscal year, a total of 105 cases were filed in the DC. Of the total 95 cases sampled, 23 \nwere related to forgery followed by 21 in partition of properties, 7 in land encroachment, 5 in \ndivorce, 4 each in registration cancelling, murderer, attempt to murder, rape, looting and \nexchanges, 3 each in brawling and beating others, and one each in dacoit, illegal harvest of forest \nproduct, cancelling of court decision, and robbery. Kamalamai Municipality, Sirthauli, \nBahuntilpung, Hatpate, Dudhauli, Tandi, Jhangajholi Ratamata were the VDCs from which \nhigher number of cases were reported/filed. \n \nA total of 40 cases were filed in DPO in the last fiscal year. Of them, 12 cases were in suicide by \nhanging followed by 6 in attempt to murder, 5 each in accidents and suicide by poisoning, and \npublic crimes. Other cases were rape, beating, attempt to rape, and attempt to murderer. \nSimilarly, a total of 15 public cases were reported/filed in DAO in the last fiscal year. \n \nSome cases related to land partition, transfer of property (esp. land), tenancy right, land right was \nreported in DLRO. Cases reported in Municipality Office number 50-60 per year in an average \nwhich were found related to land encroachment especially from ward 4,6,7 and 9. \n \nStaff/personnel from INSEC Sindhuli reported that anarchism has accelerated the cases of \nviolence of human rights, rape, forceful donation, impertinence, and undisciplined conducts \namong the youths. Similarly, WDO staff stated that polygyny (making co-wife), domestic \nviolence like wife-battering, separation during menstruation were the common problems reported \nin the office. \n \nThe DFO reported that there were disputes based on internal personality clash among the \nmembers of user groups, disputes on leadership and financial matters, forest resource \n\ndistribution, forest boundary, and discriminatory behave of DFO staff. There were dozens of \nsuch case reported per year in an average. \n Cases of Disputes/Conflicts in Mahottari \nIn the last fiscal year, a total of 1518 cases were filed in the DC. Of the total 322 cases sampled, \n161 in exchange (especially money), followed by cases like 44 in property partition (land) \nregistration, 43 in looting/beating, 25 in forgery, and 9 in registration cancelling. Other cases \nwere related to murderer, attempt to murder, rape, brawling and beating others, dacoit, illegal \nharvest of forest product, cancelling of court decision, and robbery. Jaleshwor Municipality, \nMahadaiya Tapanpur, Sanda, Matihani, Sonama, Damhi Madai, Raghunathpur, Gonarpur, \nKisannagar, Khaibanni, Ekrahiya, Basbitti were the places from which higher number of cases \nwere reported/filed. \n \nA total of 209 cases were filed in DPO in the last fiscal year. Of them, 24 cases were in suicide \nby poisoning followed by 22 in accidental death, 15 each in traffic accidents and some public \ncrimes, 14 each in murderer, and suicide by hanging. Other cases were rape, beating, attempt to \nrape, and attempt to murderer. Similarly, some public cases on exchange, dowry, witch \naccusation, land encroachment, forgery, beating, rape, cheating, and divorce were reported/filed \nin DAO in the last fiscal year. \n \nSome cases related to land partition, transfer of property (esp. land), tenancy right, land right was \nreported in DLRO. Cases reported in Municipality Office number 50-60 per year in an average. \nStaff/personnel from INSEC Mahottari reported that anarchism has accelerated the cases of \nviolence of human rights, underground groups’ rebellion, forceful migration of hill people, \nregular bandh and strikes, rape, forceful donation, impertinence, and undisciplined conducts \namong the youths. \n \n Effect of Armed Conflict in the Target Districts \nPeople were affected directly and indirectly by the armed conflict. The proportion of households \naffected by the conflict is highest in Sindhuli. The impact of the conflict ranges from deaths in \nfamily to victims of abduction, wrongfully imprisoned, physically, and mentally tortured and \ndisplaced members of the communities. \nThe victims of conflict have similar reaction to their condition during the conflict tolerating their \nsituation without any resistance and doing whatever they were asked to do. They were either forced \nto leave their houses or were voluntarily displaced. The period of displacement ranged from one \nmonth to five years. Out of the people displaced, some members have returned to their home place. \nSome victims were disabled due to armed conflict. \n Domestic Conflict/Disputes \nFeeling of high level of stress from family members over issues such as division of property and \ndowry is common. People quarrel with their family members due to gender discrimination, \npolygamy, alcoholism, and gambling. \n Community Level Conflict/Disputes \nCommunity level conflicts are mostly based on issues of use of common property/resources \n(forest, drinking water, and irrigation water), encroachment of land boundary, crop damage by \nanimals and birds, gender and caste discrimination, and monetary transaction. \n\n Coping Strategies \nDuring the conflict, people had to cope with several vulnerabilities such as damage or loss of \nproperty, serious illness/ injury or death of family members, scarcity of money and food, loss of \njob, imprisonment, and loss of their assets like animals, tools and grains. They had to cope with \nthose problems through short term migration from their villages, \n Dispute Resolution at Local/Community Level \nIn most cases, for domestic disputes/conflicts, the tendency is to resolve family level problems \nwithin the family. If the problems are not resolved within the family, they then approach \ncommunity elders to resolve them. People generally are not inclined to consult outside institutions \nor people like village development committees, police, or lawyers. For instance, even complex \nand financially important issues like those of property inheritance are primarily resolved at the \ncommunity level through local mediators without involving any public or private service \nproviders. Furthermore, some communities have indigenous conflict resolution systems like that \nof the Dom community in Mahottari where locals resolve the family and community level \nproblems themselves as far as practicable.\n\n#### Policy Implications\nFindings from this empirical study were presented at national policy roundtables and distributed to relevant ministries, parliamentary committees, and development partners to guide evidence-based policy making in Nepal.", "coverImage": "https://igd.org.np/images/gallery/08.jpg", "category": "Research", "authorName": "IGD Research & Policy Directorate", "readingMinutes": 6, "isPublished": true, "publishedAt": "2026-09-21T09:31:29.404Z" }, { "title": "Community Based Mediation Program in Nepal: Framework for Monitoring and Evaluation", "slug": "research-7-community-based-mediation-program-in-nep", "excerpt": "Policy research and empirical study on Community Based Mediation Program in Nepal: Framework for Monitoring and Evaluation.", "content": "### Research Study Abstract\n**Title:** Community Based Mediation Program in Nepal: Framework for Monitoring and Evaluation \n**Document Reference:** [researchstudy7.pdf](https://igd.org.np/researchstudy7.pdf) \n\n#### Executive Summary & Findings\nResearch: Community Based Mediation Program in Nepal: Framework for Monitoring and \nEvaluation \nFunding Partner: The Asia Foundation (TAF) \n \nThe Asia Foundation (TAF) has been active in several countries in supporting community \nmediation (CM) program including Nepal. Experience has indicated that 'mediation', in \ncomparison to 'arbitration' and/or litigation, is more effective in providing just resolution of \ndisputes satisfactory to both the parties and is long lasting. It promotes harmonious relation in the \ncommunity and society. \n \nThe Pilot Phase (November 2002 to October 2004) conceived the program to be part of the local \ngovernance system under the ongoing decentralization framework of the government. The project \nwas accordingly titled: \"Dispute Resolution through Village Development Committees and \nMunicipalities\". It was envisaged to work primarily with the Ministry of Local Development \n(MLD) and with involvement of Ministry of Low, Justice and Parliamentary Affairs (MLJPA), the \nLocal Development Training Academy (LDTA) and partner NGOs. The goal of the program was \nto improve access to justice at the local level through development and institutionalization of \nmechanisms for alternate dispute resolution (ADR) in the VDCs and Municipalities. Accordingly, \nthe Pilot Phase aimed to establish enabling legal framework under LSGA 1999, to build \ninstitutional capacity of VDC/Municipality for mediation. \n \nThe program was extended for one more year (2004/05) under USAID support for consolidation \nand expansion to few more districts/ locations. Currently it is under a consolidation phase of two \nyears (2005-07) being implemented under financial support from The McConnell Foundation and \nSave the Children. \n \nThe objective of this study is to restructure monitoring and evaluation framework for \ncommunity-based mediation program in Nepal. The basic tasks are to recommend improvements \nand changes, where necessary, in the M&E methods and practices; and to generate new data and \nanalysis of specific qualitative aspects of the mediation process for more effective \nimplementation and improvement of the program in future. \n \n1. To recommend improvements and changes, where necessary, in the M & E methods \nand practices; and \n2. To generate new data and analysis of specific qualitative aspects of the mediation \nprocess for more effective implementation and improvement of the program in future. \n \n1.3 Methodology \nThe study is based on a comprehensive review of the existing monitoring system of the CM \nprogram as well as generation of impact related primary information from interviews of sample \ndisputants. \nReview of Existing Monitoring System \nBased on the program goal, objectives, outputs and activities a conceptual framework for \nmonitoring and evaluation is presented in Chapter 2. Existing monitoring system of the program \n– information collection, processing, and reporting at all levels from project areas to the program \n\ndistricts to the NGO partners in Kathmandu and to TAF – was assessed against the conceptual \nframework. Gaps and areas of improvement were identified. The process involved: \n- \nreview of basic program documents, studies, and secondary information. \n- \ninteractions and discussions with responsible TAF staffs. \n- \ninteractions with responsible officials of all NGO partners in Kathmandu. \n- \ndetail review of the information collection, processing, and reporting system in the \nproject area, district, central office of the NGO partners and TAF; and \n- \ninteractions with district coordinators (4), trainers (5), local coordinators (17), \nmediators (42) and key informants (5) in 14 VDCs and 3 Municipalities of the four \npurposively selected program districts (see Annex 2 for list of people contacted / \ninterviewed). Field surveys were undertaken for a total of 19 days during June / July \n2006. \nSample Survey of Disputants \nThe need for collecting primary information relating to impact of the program through sample \nsurvey of disputants was perceived in the initial stage of reviewing existing information \ncollection formats. The study, therefore, aimed at testing a suitable instrument for periodically \ncollecting requisite information from a representative sample of disputants through field surveys \nand to analytically demonstrating the potential use of such information for impact assessment as \npart of the overall M&E system of the program. It was decided to cover sufficiently large \nnumber of disputants so that broad indicative conclusion could be derived on the effectiveness of \nthe program from the information generated. \n \nFour districts – Dandeldhura, Kaski, Dhading and Sarlahi – were purposively selected. The \nselection was based on several considerations such as: (i) areas covered by different partner \nNGOs; (ii) districts representing east, central, and western region; (iii) districts representing Hill \nand Terai; and (iv) districts where CM program has been implemented since its inception. Field \nverifications relating to various issues of existing monitoring system were also undertaken in the \nfour districts. \n \nAround 100 sample disputants, 25 from each of the four districts, was planned to be covered. It \nwas decided to interview only disputants whose cases have been resolved through CM at least \nsix-months before. This was necessary to assess the durability of resolution and because most \nagreement between the disputing parties would take time to be fulfilled or terms of agreement to \nbe executed. The samples, however, were not randomly selected and the interviews could not \nalways be conducted at the disputant’s residence due to onset of rainy season, busy agriculture \nseason and time constraint. Nearby VDCs / Municipalities from the district headquarters were \nvisited and interviews were undertaken wherever the disputants could be contacted, e.g., the \nfarm, tea shop or VDC / local coordinator’s office. In some cases, local coordinators made \narrangement for disputants to meet at a pre-fixed location. Ideally interviews should have been \nconducted without presence of any stakeholders, but it could not be strictly ensured since either a \nmediator or local coordinator or both usually accompanied the team. Though interviews were \nconducted privately, the knowledge that a stakeholder is present nearby could have introduced \npositive bias in disputants’ response. \n \nA total of 106 disputants were interviewed but responses of only 96 were included for analysis. \nResponse of 10 disputants was discarded since subsequent verification revealed their disputes to \n\nhave been resolved less than six months before. The questionnaire was simple and took about 15 \nminutes for administration. \n \nMajor Key Findings \n CM program has been very effective in resolving disputes. Ninety-six percent of the \ndisputants expressed satisfaction with the resolution and 95% responded that there was no \npressure exerted from anybody to agree on the resolution. \n The efficiency of CM resolution was also supported from existing information on disputes, \nviz. 85% were resolved within a week of registration and 72% in a single sitting. agreed \nprovisions have been all fulfilled in majority of disputes resolved (83%) and partly fulfilled \nin some (7%). Ninety-one percent expressed that the dispute is now fully settled. \n Positive response relating to improvement in relationship is slightly lower 71% responded \nimproved relationship, 23% reported no change meaning that relationship has remained the \nsame as before the dispute was resolved and 5% even mentioned that relationship has \nworsened.\n\n#### Policy Implications\nFindings from this empirical study were presented at national policy roundtables and distributed to relevant ministries, parliamentary committees, and development partners to guide evidence-based policy making in Nepal.", "coverImage": "https://igd.org.np/images/gallery/02.jpg", "category": "Research", "authorName": "IGD Research & Policy Directorate", "readingMinutes": 6, "isPublished": true, "publishedAt": "2026-09-21T09:31:29.404Z" }, { "title": "Service Delivery at the Grassroots: A case study in Nepal", "slug": "research-8-service-delivery-at-the-grassroots-a-cas", "excerpt": "Policy research and empirical study on Service Delivery at the Grassroots: A case study in Nepal.", "content": "### Research Study Abstract\n**Title:** Service Delivery at the Grassroots: A case study in Nepal \n**Document Reference:** [researchstudy8.pdf](https://igd.org.np/researchstudy8.pdf) \n\n#### Executive Summary & Findings\nResearch: Service Delivery at the Grassroots: A case study in Nepal \n \n \nConflict affects countries at all levels of development. Conflict is also defined as \ndevelopment in reverse. Institutions and agencies delivering services to the people rarely \nescape the ravages of violent conflict. The conflict situation in the dcountry has \njeopardized effective service delivery system at the local level. Local institutions (VDCs, \nmunicipalities and DDCs) have often beeen the targets of the rebel attack. VDC buildings \nin many districts have already been demolished and VDC secreataries are either forced to \nresing from their post or to stay at district headquarters. Similarly, sectoral offices of the \nline ministries have not been able to deliver services, as expected, because of the conflict \nsituation. \nAgainst this background, Institute of Governance and Development (IGD) decided to \nassess the effectiveness of service delivety at the grassroots during this situation of \nconflict. The agencies covered by the study are the Village Development Committees \n(VDCs), Health Posts, Schools, Agricultural centres in particularly. \nThe major objectives of the survey are \n To undertake overall assessment of the public services delivered by local \nbodies VDC and other sectorial agencies especially health, education, \nagriculture at village level and impact of the ongoing conflict on them. \n To obtain information direct from the stakeholders regarding the present \nsituation of the various services begin provided to citizens by VDCs and other \nservices providing institutions. \n To obtain information on means and modality of basic services to be accessed \nby local citizens from the public agencies at the grassroots level. \n To analyze the status of public goods and services provided by VDCs and \nother agencies at the local level. \n \nMethodology \nAltogether ten districts from five development regions were selected to assess the \nsituation of service delivered are representative of the geographical regions one district \nwere selected while making selection of the VDCs within the district consultation was \nheld with the DDCs concerned. Care was taken to ensure that the VDCs selected cover \nthe social demographics of the district. Moreover, local users of the services were also \ninterviewed to gauge into the level of satisfaction from the services. \n \nStructured questionnaires were prepared to reflect the provision of services provided by \nvarious local institutions at the village level. Basic areas of services such as education, \nhealth and agriculture were identified as major sectors for the survey and attention was \nalso provided to other services such as electricity, safe, drinking water, postal services \netc. In addition to the information received from the respective service providing \ninstitutions a set of questioners were also administered to receive feed back from the \n\nusers.
